SUMMARY OF RECOMMENDATION IN GENERAL CONFIDENTIAL REPORT.

Retiring Age.

Instead of the present rule (retirement

allowed at 55 compulsory at 60) the rule should be:- retirement allowed at 50 (after 20 years' service) or

compulsory at that age at discretion of Government, and automatic at 55 (except with special permission of

Executive Council).

For women the age of voluntary retirement

(similarly compulsory at discretion of Government)

should be 45 (after 18 years' service).

In present financial stringency, the

possibility of permitting retirement before 50 (but after 20 years' service) should be explored.

vacant posts should be filled except in cases of

absolute necessity.

Motor Car Allowances should be less freely granted.

House Allowances.

The system of rents should be reformed.

The abandonment of the title "Captain

Superintendent of Police" is regretted. It has entailed

the additional post of Deputy Inspector General of

Police.

Suggestions are made relating to Crown Rent

and land sales.

More revenue would be obtained from the

entertainment tax. A tax on betting would be profitable.

The Railway terminus should be at Hunghom,

thus releasing valuable land for development.
